In both of the pictures below are a key to a "Security" brand 
padlock (made in China as noted by the label) and a National number 
D8788 key blank that was used to duplicate this successfully (an Ilco 
VR91A could have worked if ground down on both sides, but it would 
likely have taken more grinding than was required for the National 
blank).  Whenever possible, continue to request the padlock for tryouts 
if at all possible (or for correction after the fact).


Update (8/27/15): Ilco #1069M has been discovered to work very well for this brand of padlock, not requiring the side grindings needed for the original National #D8788 or the Ilco #VR91A.
